The Public Works Administration (PWA) allocated $150 million for housing. Cedar-Central Apartments was one of three initial Cleveland housing projects authorized by the PWA. Unlike the Works Progress Administration (WPA), with which it is sometimes confused, this New Deal agency funded private contractors, who in turn hired workers.
